Heather Bates is a dedicated attorney with a robust background in civil law. Following the completion of her clerkship on the United States District Court, Northern District of California, for the Honorable Jon S. Tigar, Heather joined The Norton Law Firm as an associate.
Previously, Heather clerked for the Honorable John A. Mendez on the United States District Court, Eastern District of California. She then served as an Honors Deputy Attorney General for the California Department of Justice in the Division of Medi-Cal Fraud and Elder Abuse. In this role, she investigated and litigated cases involving Medicaid fraud under the False Claims Act.
During law school at UC Davis School of Law, Heather served as a teaching assistant supporting courses in Constitutional Law and Legal Research and Writing, and worked in the Civil Rights Clinic, representing the family of a deceased inmate in their federal civil rights suit.
Heather earned her J.D. from UC Davis School of Law, where she graduated first in her class, was a member of the Order of the Coif, and received multiple Witkin Awards for highest class grades. She earned her B.A. with honors from the University of British Columbia.
